Do You Need a Rewire — or Just a New Fuse Board?
If your house was built between 1991 and 2010, the short answer is that you almost certainly do not need a rewire. The cable is sound. What is usually out of date is the fuse board and the number of circuits — and that is a day’s work, not a strip-out.

Across the State, 40% of occupied homes were built between 1991 and 2010 — the single largest era band in the housing stock (CSO Census 2022, table FY033A). In the counties we cover it runs higher still:

That matters because almost everything written about house rewiring is written about older stock — rubber cable, fuse wire, no earths. Very little of it applies to a house built in 1998 or 2006, and yet those owners are the ones being quoted for full rewires. This page is about that specific housing stock and what it actually needs.
Before You Ring Anybody
Four checks you can do yourself in a minute
None of these involve touching anything live. Open the board door, look, and close it again.
Open the fuse board and look at the switches
Rows of small black or white rocker switches in a plastic enclosure means MCBs — miniature circuit breakers. That is a 1990s–2000s board and it is fine as far as it goes. Old-style porcelain or bakelite carriers with fuse wire inside mean something much older, and that is a different conversation.
Count the test buttons
Look for a switch marked "T" or "Test", usually wider than the others. One test button means a single RCD covering most of the house. Two means a split-load board. A test button on every switch means you already have RCBOs and you are further ahead than most.
Pull a socket face off and look at the cable
Grey flat cable with a bare copper earth between the two insulated cores is PVC twin-and-earth. That is what you want to see — it is the same family of cable being installed today. Rubber, fabric-braided or lead-sheathed cable is a genuine reason to rewire; you will not find it in a house of this age.
Check whether the earth is actually connected
In a house of this era every circuit should have a circuit protective conductor — an earth — including the lighting. Lighting circuits with no earth at all are a pre-1970s problem. If a sparks tells you a 2004 house has no earths, get a second opinion before you agree to anything.
If checks one and three look like the descriptions above — rocker-switch breakers and grey flat cable — you have a sound installation with an out-of-date board. That is the normal finding on a house of this age.
The Plain English Version
What went into a Celtic Tiger house
A house built in this window was wired in PVC twin-and-earth: a flat grey cable with a live core, a neutral core and a bare copper earth running between them. It is the same family of cable being installed in new houses today. Every circuit got a circuit protective conductor — an earth — including the lighting, which is the thing that genuinely does go missing in pre-1970s houses and is the reason those houses get rewired.
The board was a consumer unit fitted with miniature circuit breakers rather than rewireable fuse carriers. That was already a generation ahead of the fuse-wire boards people picture when they hear “old wiring”. Where these boards fall short of what we fit now is earth-fault protection: most run one residual current device covering most of the house, or two in a split-load arrangement, rather than an individual RCBO on every circuit.
It was all installed and certified under the national wiring rules of the day — ET 101, whose fourth edition ran until it was replaced by IS 10101, published by the NSAI in March 2020. This is worth holding on to, because “it does not meet current regulations” gets used as though it means “it is dangerous”. Safe Electric are careful about the distinction and so are we: an older installation may not comply with the current edition without being unsafe. A 2004 house was built to the 2004 rules. That is not a defect.
What has genuinely changed since is not the cable. It is how much we ask the installation to do. A 2003 spec did not anticipate an induction hob, a heat pump, a car on the drive and two people working from spare bedrooms. The wiring copes. The board runs out of ways.
The Actual Job
Four things a 1990s or 2000s house genuinely needs
A board upgrade to RCBOs
The single most useful upgrade for a house of this age. Most 1991–2010 boards run one or two RCDs covering groups of circuits, so a fault on any one circuit takes out everything on that side of the board — often including the lights, in the dark, at the worst moment. RCBOs put earth-fault protection on each individual circuit. One fault trips one circuit. The rest of the house stays live.
A dedicated EV charger circuit
EV charging infrastructure only became a requirement in new Irish homes on 1 November 2022, under S.I. 535 of 2022. Every house built before that — which is all Celtic Tiger stock — is a retrofit. A 7kW charger needs its own way in the board, correctly sized cable, and its own earth-fault protection. It is not a job you hang off the shower circuit.
Capacity for the way the house is used now
A house specced in 2003 was not specced for an induction hob, a heat pump, a car and a home office. The wiring itself is usually sound; the number of ways in the board and the number of sockets per room are what run out. Adding circuits to a sound installation is straightforward work. Replacing sound cable because the board is full is not.
Smoke and CO alarms brought to current standard
Alarms have a service life and the ones fitted when the house was built are long past it. Interlinked mains-powered alarms with battery backup are the current expectation, and they get fitted at the same time as the board work because the electrician is already in the ceiling and the loft.
The Honest Exceptions
When a house of this age does need a full rewire
It happens, and we will tell you when it does. In our experience it is never because of the year the house was built — it is always one of these:
Fire or water damage that reached the wiring — a chimney fire, a burst tank in the attic, a long-running roof leak over a junction box.
Unsafe DIY or uncertified additions — an extension, converted garage or attic room wired by somebody without a cert, spurred off whatever circuit was closest.
A genuinely poor original install. Most Celtic Tiger houses were wired properly. A minority were wired at speed during the peak years and it shows — undersized cable, buried joints, no earth continuity at the far end of a ring.
Aluminium conductors, or cable that has been physically damaged — chewed by rodents, nailed through by a floor fitter, or run without mechanical protection where it needed it.
A test that actually fails. Insulation resistance, earth-fault loop impedance and RCD trip times either pass or they do not. If the numbers fail across multiple circuits, that is evidence, not opinion.
Every one of those is a specific, testable finding. If a full rewire is recommended on a house built after 1991, ask which of these applies and ask to see the readings that show it. A good electrician will have them ready. If it does turn out to be a rewire, here is exactly how we run one.

If you have been quoted for a rewire
Published rewire prices in Ireland run anywhere from €4,000 to over €20,000, which is why people end up asking strangers on forums whether their quote is mad. The spread is real — house size, spec, whether the place is occupied, whether the board is included, whether making-good is included. But a spread that wide also means a quote on its own tells you very little.
Ask for the test readings behind the recommendation. On a house built after 1991, that single question usually settles it — and it costs you nothing.

Rewire or board upgrade — the questions we get asked
My house was built in 2004. Does it need a rewire?
Almost certainly not. A house built in 2004 was wired in PVC twin-and-earth with a circuit protective conductor on every circuit, terminated into a board with miniature circuit breakers. That is the same family of installation being fitted today. What has moved on is protection and capacity — most boards of that era use one or two RCDs covering groups of circuits rather than an RCBO per circuit, and nobody in 2004 allowed a way in the board for a car charger. That is a board upgrade and a few added circuits, not a strip-out. The only way to be certain either way is a test, because the answer lives in the readings rather than in the age.
An electrician quoted me €12,000 to rewire a house built in the 2000s. Is that normal?
It is a normal price for a full rewire — €7,000 to €12,000 is a realistic range for a 3-bed semi. What is worth questioning is whether a full rewire is the right job. Ask for the test results that led to the recommendation: insulation resistance, earth continuity and RCD trip times, circuit by circuit. If a house of this age genuinely fails those tests there will be a specific reason — damage, an uncertified addition, or a poor original install — and the electrician should be able to name it. If the answer is only that the house is over twenty years old, that is not a reason on its own. Get a second opinion before you commit.
What is the difference between an RCD and an RCBO?
Both cut the power when they detect current leaking to earth, which is the fault that causes electric shocks. The difference is how much they take out with them. An RCD sits upstream of a group of circuits, so when it trips it kills everything on that group — often half the house, lights included. An RCBO combines that earth-fault protection with the overload protection of a circuit breaker, in one device, on one circuit. A fault on the immersion trips the immersion and nothing else. On a house wired in the 1990s or 2000s, swapping to a board of RCBOs is the single most useful electrical upgrade available.
How much does a fuse board upgrade cost?
For a standard three-bed with existing circuits, €350 to €600. For a larger home, a board with more ways, surge protection, or where the board has to be relocated, €900 to €1,400. Additional circuits — a car charger, a shower, a garage supply — run €100 to €300 each where the board has spare capacity. Can my 2000s fuse board take an EV charger?
Sometimes, and it depends on two things: whether there is a spare way in the board, and whether the incoming supply and main fuse can carry the extra load. A 7kW home charger draws around 32 amps continuously, which is a substantial and sustained addition. On many Celtic Tiger boards the honest answer is that the board is full and needs upgrading first — which is why the charger and the board upgrade are so often quoted together. EV infrastructure only became mandatory in new Irish homes on 1 November 2022 under S.I. 535 of 2022, so every house of this era is a retrofit.
Do I need a new fuse board to sell my house?
There is no rule that says a house cannot be sold with an older board. What happens in practice is that a buyer's surveyor flags the installation, the buyer's solicitor asks for an electrical certificate, and the sale slows down while that gets sorted under time pressure. Getting a test done and any remedial work completed before the house goes on the market removes that from the chain. It is a small job done calmly versus the same job done in a rush with a closing date moving.
My trip switch keeps going. Does that mean I need a rewire?
Usually not. Nuisance tripping on a house of this age is most often a single faulty appliance, a shower or immersion element that has started leaking to earth, or moisture in an outdoor socket or garden light. It can also be the cumulative effect of several appliances each leaking a tiny amount to earth, which adds up past the trip threshold on a board where one RCD covers many circuits — a problem that largely disappears when the board goes to RCBOs. Is the wiring in a Celtic Tiger house actually safe?
As a rule, yes. The cable is PVC twin-and-earth, every circuit has an earth, and it was installed under the national wiring rules of the day and certified. Safe Electric's own framing is useful here: an older installation may not comply with the current standard without being unsafe. Those are two different statements and they get blurred, usually by whoever is quoting for the work. What a house of this age typically lacks is the level of protection now expected — per-circuit earth-fault protection — rather than sound wiring.
What standard are you working to?
IS 10101, the National Rules for Electrical Installations, published by the NSAI in March 2020. It replaced ET 101:2008, which is the standard most Celtic Tiger houses were wired to. That is worth knowing when someone tells you a house is "not to regulations" — a 2004 house was built to the rules that applied in 2004, and being built to a superseded edition is not the same as being unsafe. Everything we install goes in to the current standard and is certified on completion.
How long does a board upgrade take, and will the power be off all day?
A board upgrade on a house with sound existing wiring is a one-day job. The power is off for the few hours it takes to change the board over and test the circuits back in — typically a morning — and it is back on the same evening. We test before we start so there are no surprises mid-job, and if a circuit does turn out to have a fault you hear about it at the testing stage rather than at four o'clock with the board in pieces.
Can I do the work in stages?
Yes, and for a lot of households that is the sensible route. The board upgrade is the piece that improves safety most and it stands on its own. Extra circuits, the EV charger way, alarms and outdoor sockets can follow whenever they suit.
