EV Charger and Heat Pump. Do You Actually Need Three-Phase?

Usually not. Your house is not too old and nothing in the walls needs replacing. It was specified before car chargers and heat pumps existed, and the constraint is almost always the fuse board rather than the supply coming in.

Three-phase is the fourth question, not the first

The expensive mistake on a modern house is jumping from “I want a charger and a heat pump” straight to “I need a bigger supply”. There are three cheaper things to establish first, and in most houses one of them is the answer.

Add up what you are actually adding, not what you might

A 7 kW car charger draws around 32 amps continuously, and continuously is the word that matters. It is not a kettle. An air-to-water heat pump adds its own sustained draw, and it runs hardest on the coldest evening of the year, which is also when the oven is on and somebody is in the shower. The question is never whether one appliance fits. It is what the house draws when all of them run together on a January evening, and that number is usually smaller than people fear.

Check what your supply is already rated for

Your connection has a Maximum Import Capacity, and on a standard single-phase domestic connection there is often headroom above what the house currently uses. This is the step that gets skipped. People go straight from "I want a charger and a heat pump" to "I need three-phase", and in a lot of cases an increase to the existing single-phase capacity is both sufficient and considerably cheaper. ESB Networks holds this information and it is their decision, not your electrician's.

Look at load management before you look at a bigger supply

A modern charger can be told to back off when the rest of the house is drawing hard, and to make up the charge later in the night when nothing else is running. A car sitting on a driveway from six in the evening until seven in the morning does not need to charge at full rate for any of it. Load management is frequently the difference between a straightforward installation and a network job, and it costs a fraction of either.

Only then price three-phase

There are genuine cases for it: a workshop with three-phase machinery, several vehicles charging simultaneously, or an unusually large house with a heat pump and significant electrical heating. If you are in one of those, the conversation is worth having properly. What we will not do is put a figure on this page, because the published Irish costs for a three-phase upgrade disagree with each other by a factor of ten and none of them is ESB Networks. Why we will not put a price on three-phase

The published Irish figures disagree by a factor of ten, from about €750 on a homeowner forum to €3,000 and upward from an installer, and none of the sources is ESB Networks. The cost depends on the distance to the network and what is already in the ground outside your house, which makes it genuinely site-specific. We would rather tell you that than repeat a figure we cannot stand over. Get ESB Networks’ number for your address, then we price the work inside the house against it.

Nothing here is degrading. That is the whole difference.

Every other era page on this site is about something that has aged. This one is not. The installation in a house built since 2011 is sound, and the only question is what it was sized for.

Cable and earthing that are not the problem

PVC twin-and-earth throughout, a protective conductor on every circuit including the lighting, and main bonding to the incoming services. Installed under the national wiring rules of the day and certified on completion. Nothing about a house of this age is degrading, and nothing on this page is about replacing what is in the walls. That is the substantive difference between this era and every other one on this site.

A board sized for the house as it was designed

Boards are specified for the circuits the house needs at the point it is built, plus a little. They are not specified for a car charger and a heat pump that arrive eight years later, because at the time neither was in the drawings. Where the board is full, that is the constraint you meet first, and it is usually the whole job. Adding a way is not always possible; where it is not, a board change or a small sub-board is the answer rather than anything involving the supply.

EV infrastructure only if the house is very recent

This is the one that surprises people. Electric vehicle recharging infrastructure became a requirement in new Irish dwellings under the Building Regulations (Part L Amendment) Regulations 2022, applying to works commencing on or after 1 November 2022. Every house built before that date is a full retrofit, and that includes almost all of this era. It is worth knowing before you assume a 2016 house is ready for a charger, because it is not.

And where it does exist, it is ducting rather than a charger

Read the requirement carefully and it is infrastructure to enable a charge point to be added later, not a charge point. A house built in 2023 with a parking space in its curtilage has the provision in place, which usually means ducting and a route, and that is genuinely valuable because it removes the most disruptive part of the installation. It does not mean there is anything on the wall. The charger, the circuit and the protection are still an install.

A 7 kW charger draws around 32 amps continuously. That is the figure worth holding on to, because continuous is what separates it from every other appliance in the house. It needs its own way in the board, correctly sized cable and its own earth-fault protection. It is not a job you hang off the shower circuit. The commuter belt holds most of it

Meath leads at 13.3% of its housing stock. The inversion worth noticing is that the counties with the most modern stock are the ones that built the most estates rather than the ones with the most one-off houses, which is the opposite of where the new-build self-build work sits.

Modern houses: what we get asked

My house is only ten years old. Why can't it take a car charger?

It almost certainly can, and the constraint is usually the board rather than the supply. A house built in 2015 was designed around the circuits it needed in 2015, and a 7 kW charger drawing around 32 amps continuously was not one of them. Where there is a spare way in the board and the incoming supply has headroom, this is a straightforward install. Where the board is full, a board change or a sub-board comes first. Neither of those is a supply problem, and both are considerably cheaper than the three-phase upgrade people often assume they need.

Do I need three-phase for an EV charger and a heat pump?

Usually not, and this is the single most expensive assumption made about modern houses. A single-phase domestic supply tops out around 7.4 kW per charge point, which is the full rate of a standard home charger. Before anyone prices three-phase, two cheaper things are worth checking: whether your existing single-phase connection can have its capacity increased, and whether load management on the charger removes the peak entirely. A car parked from evening to morning has no need to charge at full rate throughout. Three-phase is a real answer for some houses, but it should be the fourth thing considered rather than the first.

What is MIC and why does it matter?

Maximum Import Capacity is the ceiling on how much your connection is allowed to draw, and it is set by ESB Networks rather than by your electrician. It matters because it is the number that actually decides whether you need a supply change, and because increasing it on an existing single-phase connection is often possible and considerably cheaper than converting to three-phase. It is also the step most often skipped. If someone has quoted you for three-phase without establishing what your current capacity is and what it could be increased to, that question is worth asking before you commit.

How much does upgrading to three-phase cost?

We are not going to give you a number, and it is worth explaining why. The published Irish figures disagree by a factor of ten: a homeowner forum quotes as little as €750, a widely repeated figure sits at €2,000 to €3,000, and an installer publishes €3,000 to €8,000 and upward. None of those sources is ESB Networks, and the cost is genuinely site-specific because it depends on the distance to the network and what is already in the ground outside your house. Ask ESB Networks for a quotation for your address. Once you have their figure, we can price the work inside the house against it, and that combination is the only honest total.

My house was built in 2023. Isn't it already EV ready?

It has the provision, which is a real head start, and it is not the same as having a charger. The Building Regulations (Part L Amendment) Regulations 2022 apply to works commencing on or after 1 November 2022 and require electric vehicle recharging infrastructure so that a charge point can be added later without tearing anything up. In practice that means ducting and a route are there. The charger itself, the dedicated circuit, the protective device and the commissioning are still an installation. The good news is that it is a much tidier one, because the disruptive part has already been done.

The board is full. Do I need a whole new one?

Not always. Where there is no spare way, the two options are a board change or a separate sub-board fed from the existing one, and which is cheaper depends on where the new load actually sits. A garage or garden room at the far end of a site often makes more sense on its own sub-board than on a longer run back to a replaced main board. A charger on the driveway beside the house usually points the other way. On a board of this era you are not gaining protection by replacing it, because per-circuit protection is likely already there, so this is purely a capacity decision and it should be priced as one.

Does adding a heat pump need electrical work?

Yes, and it is a line item worth seeing separately in whatever quote you get. A heat pump needs its own correctly sized circuit and protection, and the sizing follows the unit and the run rather than a standard figure. We are not heat pump installers and we do not quote for the heat pump itself. What we do is the electrical side, and where a one-stop-shop is handling your retrofit it is worth checking whether the electrical work is included in their price or subcontracted and added later. That is a common source of surprise.

Does any of this mean my house needs rewiring?

No, and that is the point of this page. Houses from this era are not degrading. The cable is sound, every circuit has an earth, and the installation was certified when it went in. Everything discussed here is about adding capacity to a working installation rather than replacing a failing one. If someone has suggested a rewire on a house built after 2011 without producing test results that show a specific fault, ask what the insulation resistance and earth continuity readings said. On a house of this age there should be nothing to find.
