Waterford built 2,012 homes between 2023 and 2025, and about 73% of them, 1,470, went up in the three Waterford City electoral areas. Dungarvan took 202 and Lismore 73. So if you are wiring a new house in Waterford, the odds are it is a scheme house on the city edge or at Tramore, and the decisions that matter are made before the plasterer arrives.

Three city areas took 1,470 of Waterford's 2,012 new homes
Take the six electoral areas in order. Tramore-Waterford City West took 637 completions, Waterford City East 457, and Waterford City South 376. That is 1,470 of the county's 2,012 homes, roughly 73%, in three areas that are all Waterford City or its immediate edge. Portlaw-Kilmacthomas took 269, Dungarvan 202 and Lismore 73. Dungarvan is the second town in the county and it accounted for about one home in ten of the county total. West Waterford is not where the new houses are going.
The volume is also going up. Waterford completed 553 homes in 2023, 739 in 2024 and 720 in 2025, so two of the last three years came in above 700. Of the 2,012 total, 1,423 were scheme houses, 411 were one-offs and 178 were apartments. Put those two facts together and the typical Waterford new-build enquiry is a scheme house on a city-edge or Tramore development, running to a builder's programme rather than a private one.
That changes what you actually need from an electrician. On a scheme house the wiring layout is settled at first fix, while the studwork is open and before the plasterer boards it out. After that, moving a socket or a lighting point means channelling finished walls. On a builder's programme first fix can come and go inside a fortnight, so the useful conversation happens weeks earlier, when the roof is on and the block work is done, not when the site rings to say the sparks are in on Monday.

Who holds the contract on a scheme house
1,423 of Waterford's 2,012 completions were scheme houses, and on a scheme house the electrician on site works for the developer, not for you. That has two consequences. Before handover, any change you want has to go through the builder's extras process, and it has to land before first fix, because once the plasterer boards the walls the answer is usually no. After handover the house is yours and you can bring in your own electrician for anything the spec left out. We are Safe Electric registered and certify to IS 10101, so work we add after handover is documented the same way the original install is.
The 411 one-off houses sit outside the city
Not every Waterford new build is on a development. 411 of the 2,012 were one-off houses, and the areas outside the city took 544 completions between them: Portlaw-Kilmacthomas 269, Dungarvan 202 and Lismore 73. A one-off is a different job from a scheme house. You hold the contract, so nothing is closed off by a developer's extras deadline, but you also carry the site services: the pump on a wastewater treatment plant, a well pump, and the run from the ESB Networks connection point to the house. What you should be handed at completion
Every new electrical installation in Ireland is certified to IS 10101, the national wiring rules. When a new house is finished, the electrician who did the work issues a completion certificate through Safe Electric, and a copy of it should reach you. It records who did the installation, the registration number behind it, and that the circuits were tested. Ask for it at handover rather than a year later. If you are buying a new Waterford house and the certificate cannot be produced, that is worth chasing before you sign, because it is the document that ties the wiring to a registered contractor.

Do I need my own electrician if the builder already has one?
Not for the house itself. On a scheme house, and 1,423 of Waterford's 2,012 completions since 2023 were scheme houses, the developer's electrician wires the property and issues the Safe Electric completion certificate for it. Where a separate electrician comes in is after handover, for anything the standard spec left out: an EV charge point, outside sockets and lighting, a garage or shed supply, extra circuits for a home office. That work is a new installation in its own right and gets its own certificate under IS 10101. Before handover, changes go through the builder, not around him.
When is it too late to change the sockets and lights in a new build?
Practically, at first fix. First fix is when the cables are run through open studwork and chased into block, before the plasterer boards and skims. Once the walls are closed, adding a socket or moving a lighting point means channelling finished plaster, making good and redecorating, which is why builders resist it and why it costs more. On a scheme house the developer's extras deadline usually sits earlier still, because the wiring has to be ordered and set out in advance. If you are at roof-on stage you still have room. If the slabbers are in, you do not.
How much does it cost to wire a new house in Waterford?
There is no honest single figure, because a new build is priced off the drawings: floor area, number of circuits, heat pump or not, EV point, external lighting, and how the developer has specified the fuse board. Anyone quoting a number over the phone before seeing a layout is guessing. For reference on a different job, a full rewire of an existing 3-bed semi runs about €7,000–€12,000 including VAT and the Safe Electric certificate, and that is an indicative range rather than a quote. A new build is a cleaner job than a rewire because nothing has to be worked around.
Do you cover Dungarvan and west Waterford, or just the city?
All of the county. Dungarvan accounted for 202 of Waterford's 2,012 completions since 2023 and Lismore 73, so west Waterford is a smaller share of the new build work than the three city electoral areas, which took 1,470 between them. That does not mean we do not go there. I am buying a new apartment in Waterford. Is the wiring different?
The rules are the same, IS 10101 applies whether it is a house or a flat, but the boundaries are not. Waterford's 2,012 completions included 178 apartments. In a block, some of what feeds your home sits outside your own front door, and the split between your installation and the shared one decides who is responsible for what. Check that the completion certificate you are handed covers your unit specifically. Should the EV charger cable go in now or later?
Now, if there is any chance you will want one. Running a cable from the fuse board out to the driveway while the walls are open and the ground outside is still torn up is a fraction of the work involved once the house is finished, the drive is laid and the plaster is on. You do not have to fit the charge point itself at that stage. The cable and a proper way of terminating it is enough. Whenever the charge point does go in, it is a certified installation under IS 10101 and needs the right protective device at the fuse board.
What certificate should I get for a new house, and what if there isn't one?
You should be handed a completion certificate issued through Safe Electric by the registered contractor who did the installation. It names the contractor, carries the registration number, and confirms the installation was tested and meets IS 10101. Get it at handover with the rest of the completion paperwork. If it cannot be produced, raise it with the builder or your solicitor before you sign, not after. Retro-fitting the paperwork means an electrician has to test the whole installation as it stands, and on a finished house a good deal of what needs checking is behind plasterboard.
